1.
I have the honour to address you
on the subject of the control of the printing of
bank notes.
This question has recently been
under consideration by my Executive Council as
the result of an application by a firm, expressly
formed for the purpose of printing bank notes in this Colony, for registration under the Factories
and Workshops Ordinance.
2.
Bank notes have, in the past, been
printed in this Colony by the printing department
of the Commercial Press for various Native banks
in China, but in no case subsequent to 1927.
3.
In view of the possible political
repercussions resulting from the employment of

bank notes made in Hong Kong by a Chinese faction temporarily in power, the question of the control
of the printing of such notes by regulation under
the Printers and Publishers Ordinance 1927 is
being considered, but as similar problems must
have arisen elsewhere, I shall be glad to be
informed, before taking any action, what control,
